Consolidate controller session/rights/response helpers in BaseLosController

Six LOS-area controllers (MortgageApp, MortgagePipeline, MortgagePricing, MortgageDisclosure, MortgageHmda, WebhookSubscription) each copied the same ~80 lines of **************** code plus the **************** response builders. New BaseLosController centralises all of it and adds a hasAnyRight varargs helper that the per-controller right-bundle checks now use, so the only controller-specific code that survives is the bundle definitions themselves.
