Correct the SW3 plan's policy-template claim

Task 6 pointed at RetailInventoryPolicy as the implemented member of the policy family to copy an injection shape from. It is never instantiated and never injected — the InventoryPolicy that RetailService references is an unrelated enum. Every member of the family is dead code, so ServiceFulfillmentPolicy needs a new pattern, not a copied one. Also records that POSController's IllegalArgumentException -> 400 handler is present, verified.
