Queues, IVRs, ring groups and spares are the extensions nobody is assigned to, and under the third-party rule they are free - twelve of one production org's seventeen usable extensions. classify() dropped them silently, so the number existed nowhere and the stats panel could only assert that they were free rather than show it. Counted with the same dedup key the billable path uses, so the free number cannot double-count a row the charge would not.
