The cast (CP00 spec §5.9) is built in sp00verify: Owner, Cole, Vera, Mara, Sam, Noseat and the AI Nell Wake. Team (CP01 T10) and heads (CP02 T9) are deferred. Helpers are under tools/ and symlinked into /tmp/kamoai-wt/sdd/bin; the offline test has 38 cases. Adds rulings CP00-T0-1..14 and the CP00 ledger, a PROGRESS section, and amends the DEFERRED expectations of CP01 T27 and CP02 T9 (CP00-T0-13).
