The one Luna baseline of the program (R1-1, R1-2): tools/luna-snapshot.sh writes her brief, charter items, approvals and limits, tool list, rendered runtime-rules text, rights, member row, runtime, org settings, notes and the platform org's AIs in canonical files, read only; tools/luna-compare.sh classifies every difference as IDENTICAL, ALLOWED (CP-D31, R1-1, the §6.7 defaults, her own notes) or UNEXPECTED. Self-test 37/37 on synthetic fixtures; a second snapshot 10 minutes later compared all IDENTICAL. LATE by computeservice c6806cb (CP02 T14), which no snapshot file reads. Rulings CP97-T1-1..9; §5.4.1 gains CP03 T14/T15 and CP07 T43.
