Ships the same CreateOrgForm the /network/create page renders, in its widget layout, as a home-launchpad widget (org.create) gated on CREATE_FREE_ORG_WIDGET. Registered last: it is a standing invitation, not a time-critical pane. No gate — creating an organization is not an app, and the five rights are the whole of the decision. Also mirrors CREATE_FREE_ORG_WIDGET and its four policy children into the hand-maintained TS rights hierarchy (205 -> 210 edges), which widgetPolicy.test.ts's five-right-shape assertions require for every registered widget.
