Declare the chat site key, empty until one is issued

The chat bubble needs a public site key, and these are origin-locked — the marketing site's own would be refused on apps.<domain>. So the variable is declared and left empty: KamoChatEmbed renders nothing without one, which is the right failure, and filling it in is now a config change rather than a code change.
