DisclosureLedgerConfig declares DisclosureRecorder, with **************** joining @EnableJpaRepositories in the same commit. mcp_tool_call_audit gains policy_decision, policy_rule and disclosure_event_id; the I2 read returns them. Each call's Run holds a CallLedger whose auditId is the audit row's id, and whose stamp (R1-17: only written, failed, DocstionOutcome or readOutcome, never a held release) fills the three columns.
