The contact block added with the bulk-email work called departments.departmentEmail / departmentEmailHelper / departmentPhone / departmentExtension, but the dictionary defines those strings as contactEmail / contactEmailHelper / contactPhone / extension — so next-intl rendered the key paths verbatim in the add/edit dialog. Point the labels at the names that exist (already translated in all 21 locales); the section heading key contactHeading was added to the dictionary.
