Enable Asterisk built-in HTTP server on :8089 for WebRTC /ws

A chan_pjsip `protocol=ws` transport rides on top of res_http_websocket, which in turn requires Asterisk's built-in HTTP server to be running. The default FreePBX 17 install ships with that server disabled, so SIP-over-WS requests landed nowhere and Traefik returned 502. Enable it on 0.0.0.0:8089 (Apache already owns 8088) and disable Asterisk's own TLS, since Traefik is already terminating TLS at the ingress.
