The chat-only StoredContentExtension (299a911) becomes ImageService.storageExtension in the shared library, and the other MediaService paths that attach content-addressed bytes use it too: Growth Hub images, System Bug attachments, and the chat dedup backfill. Each recorded its own name's extension, so the same bytes arriving under another name keyed an object that was never written (BUG-1200096283021632186). One answer for the rule, in the library that owns the key.
