The program's one cross-table charter DDL guard (master R1-12). It reads every docs/sql/*.sql in filename order and collects what the six owner tables (dept_requirements, org_job_title_requirements, org_role_charter_items, member_charter_items, team_charter_items, org_charter_items) get from CREATE TABLE IF NOT EXISTS (a no-op for an existing table) and ALTER TABLE ... ADD COLUMN IF NOT EXISTS, and asserts each carries every column its shared-lib entity maps: CharterItem's (the legacy text override applied) plus its owner column. LEGACY_BASELINE holds the department and job-title columns Hibernate created before any file, read from production information_schema on 2026-10-05 (read-only). A failure names the table and the column. The shared-lib change moves two catalog pins: maxItemsPerOwner is 500 (D4) and the catalog lists the sixteen sections.
