Expose repricing as a static so a backfill can reuse it

Quote money columns are written, not computed on read, so an engine correction leaves existing rows carrying the old arithmetic until something saves them. A migration that fixes that must reprice through THIS code — a backfill with its own copy of the money rules is a second source of truth, and the two drift the moment either is touched. recalculate now delegates; behaviour is unchanged.
