Raising a subscription's seat count now raises an invoice — a per-seat startup fee follows the person, so ten hires on a $99 plan is $990 and a large account runs to four figures. The console needs something to ask before it commits an operator to that, and it has to be the server that answers: a negotiated agreement can override the fee, and a figure computed in the browser would be a second implementation of that rule with nothing keeping it honest. Read-only, gated on MANAGE_SUBSCRIPTIONS like the change it previews.
