The "where it lives" table was written before the setup service, the media handoff, the CARRIER_TO_PHONE_SERVER rail and the phone server's default text route existed, and it still said 52 keys when there are 57. A reference that is quietly out of date is worse than none, because it is trusted. Also adds the four things to check when texting misbehaves, in the order that settles it fastest. Every one of them used to fail silently, which is exactly why a list like this is worth writing down: none of these states announces itself.
