Add **************** to resolve Stripe or commerce subscriptions and match SubscriptionPlanFeature to ServiceType names. AppliedModelEnforcementService now requires an active subscription (or COMP full catalog) for non-core apps to be effectively on, including FORCE_ENABLED and default-enabled child seeding. Aligns with FeaturesManager billing rules.
