Overview needs VIEW_OVERVIEW, Attendance MANAGE_TIMECARDS, Legal & Compliance MANAGE_LEGAL_AND_COMPLIANCE, Training MANAGE_TRAINING and Resources MANAGE_RESOURCES. Each tab's gate is derived from that one name, so the gate a tab is hidden by and the one it is refused by cannot drift apart. The HR nav option — and with it the home launchpad card and the command-palette entry, which both render from the registry — now appears only when the HRS app is on for the org AND the member holds at least one of the five. It used to admit any of the eleven HR record rights, which offered the module to members every tab of it would refuse.
