Listing gift cards, issuing one and editing one (including its balance, which the shared library sets again as of the companion kamo-shared-library commit) checked nothing beyond an org session — any member of any role could issue store credit of any value in their org. They now take the rights the rest of the Discounts tab already takes: VIEW_PRICING to list, MANAGE_PRICING to create or edit. OrderAndPricingRightsGateTest pins the three handlers (red when a check is removed).
