Give the bug-status preview the denial block it now renders

SystemBugStatusEmail pre-renders two conditional blocks, and the admin preview has to supply both. Present and empty rather than absent: an unsupplied placeholder renders as a blank plus a WARN nobody reads, which looks identical on screen to a block that is deliberately empty and hides a genuinely missing variable.
