Go To Settings leads the Settings menu, above the app list

Reported with two screenshots — one org with eleven enabled apps, one with two — each circling "Go To Settings" at the bottom of the Settings sub-option menu with a line drawn from it up to the top of the list. On the eleven-app org the entry sat past a scrollbar, so the plainest thing the menu offers was the one thing you had to scroll to reach. Every other sub-option menu in the product already leads with the entry that opens the tool itself — Mail with Compose / View My Emails, Docs with Manage My Docs, both in the first untitled section. Settings was the outlier, so it now matches rather than getting a placement of its own: Go To Settings and Customize Navigation share the leading section, then the main topics, then Enabled Apps. No strings change, and all three placements (bar popover, collapsed rail fly-out, expanded rail inline list) read from this one list.
