Grow the To/Cc/Bcc fields to three rows, then scroll

The recipient fields in the compose tool window were a single nowrap row that had to be dragged sideways to read, and the window is 360px wide and not resizable, so a third address was already out of sight. They now wrap: the field grows a row at a time as chips fill the width, stops at three rows, and scrolls vertically past that with a slim scrollbar. Adding a chip follows the input down so the caret stays visible. The row cap is a pixel max-height, computed from the measured chip height so it always cuts on a row boundary — a maximized composer and a scaled browser font both move it. The label and the contacts button pin to the first row rather than floating in the middle of a three-row block. Drops the now-meaningless `mode` prop and the horizontal drag-to-scroll it existed for.
