Every refusal on the prefix carries reason = code, which SP02's hire-step client reads (NOT_APPLICABLE -> SKIPPED); ChecklistApiErrors builds its handlers' bodies through an overridable refusal() so the shared handlers' answers carry it too. The supervisor is held to the assignee rule only when there is an open task to hand over, and the org-change signal goes out for whatever moved even when a later task is refused.
