Hide isActive=false programs from borrowers in real time

useProgramCatalog now filters out programs with isActive=false before returning them to the loan wizard. The flag is computed server-side as (base.isActive AND override.isActive), so when a lender toggles a program off in the Mortgage Programs settings tab, the corresponding card stops appearing in the persona/program selection — capped by the existing 60s staleTime ceiling.
