Hold a launchpad card's pin chip back until its pane arrives

The panes reveal themselves on scroll (whileInView, opacity 0 -> 1), but the pin control is a sibling overlay rather than part of that animation — it has to be, since the leaf card is an anchor and a button cannot nest in one. An unpinned option's chip is visible without hover by design, so below the fold that left chips floating in empty space with no pane behind them. SortableCard now watches its own wrapper on the same viewport margin the panes use and holds the chip out until then. The hover/focus reveal is gated on the same flag so a part-scrolled card cannot surface the chip early.
