Import VM disk as Filesystem, not Block

CDI's block importer crashlooped: 'blockdev: cannot open /dev/cdi-block-volume: Permission denied' — it can't access the raw Longhorn block device. Filesystem volumeMode imports the cloud image as disk.img; KubeVirt boots from it fine.
