parseCharterItems dropped every item whose section the static mirror does not list, and every host (roles, departments, job titles, teams, the member card, the persona studio) saves the whole list back, so the first save after a layer gained a PERSONALITY or DocsTION item would have deleted it (CP03 D21). Now: - sections.ts: findSectionSpec(code) answers null for a section the mirror does not list; sectionSpec still throws. - parseCharterItems keeps every object whose section is a non-blank string, every field intact. - validateItems counts such an item toward MAX_ITEMS_PER_OWNER and leaves every other check to the server. - toggleSuppression leaves the items as they are for a target of such a section. - dropOrphanMarkers keeps a marker of such a section: the editor knows only the mirror's inherited items, so its clean-up would otherwise drop the marker (ruling CP03-T1-1). The teams client and JobTitleManager tests pinned the old drop; they now pin the item kept on load and sent back on save.
