Keep the heading outline in order: section titles are h5, template names are not headings

The screenshot harness's axe pass found two heading-order faults. A job or persona template's name was an h6 inside its card's button (a heading may not sit inside a button), and the charter's section title was an h6 under the member card's h4 title. The template names are now block spans, and the section title is an h5 that keeps the h6 look. Three tests pin both.
