Keep upload Folder/Doc Type labels shrunk over native selects

The per-file Folder and Doc Type selects start with an empty value, so MUI left their labels at rest position while the native <select> still painted its first option ("None") underneath — the label sat on top of the value until a real option was picked. Pin the labels shrunk.
