Label pages are no longer short; the pager's notes say so

EmailService 4f90690 pages a label by joining it to the index, so its pages are full until the last and its total is exactly what they show, and it now counts Microsoft 365 folders too. The list's paging rule is unchanged (a server total decides, a full page is the fallback); only the comments and test names that described label pages as short are brought up to date.
