StewardRecipientResolver built the steward link from the org's first domain row whatever its state, so an org still setting up its white-label domain was mailed a link to a host that answered nothing, and an org with no domain was skipped. The resolution now carries OrgLinkHosts.internalOrigin: the org's own console once its domain is live, the platform's until then. A guard test refuses a new private domain rule in this service.
