Adds **************** in messages via fragment merge and replaces literal placeholders in DepartmentManager, JobTitleManager, LabelManager, SecurityRoleManager, AccessBlockManager, SuspiciousManager (common.search), and McpServersTab (includes transport map rename to avoid shadowing useTranslations).
