The loan, property, declarations, military and row saves replace their whole section in SecurityService, so a partial edit would have cleared the fields it left out (the loan's type when only its purpose was set). Every section edit now goes onto the section as the application holds it (raw, less what an SI never sets); a row that is not on the application is NOT_FOUND. Goldens: mlos_update_section's description only.
