Move a message's controls to the side facing the conversation

The hover rail sat on the message's outer edge — right for your own messages, left for everyone else's. It now sits on the inner side, the one facing the middle of the window. The row has to reserve the rail's width for that. The outer anchor was load-bearing: the rail grew inward, over the bubble, which is what stopped it landing back in the 14px gutter the conversation clips — the original "reply arrow and the ⋮ only half showing" report. Anchored inward it grows the other way, and on "ok" a 40px bubble cannot hold an 80px rail. So the row keeps a floor the shortest message still meets and the bubble shrink-wraps inside it, where the column already put it.
