Move the terminal IngressRoute to where something applies it

This repo's workflow applies exactly configmap.yaml, deployment.yaml and service.yaml, so a fourth manifest beside them was never applied by anything — the route existed in git and not in the cluster. It now lives in KlusterServices traefik/routes/, which is applied as a whole directory on every deploy. Leaving it here as well would have been worse than useless: two copies, one of them inert, and no way to tell from the tree which one the cluster has.
