Both SecurityService pods run the translation sweep: its lock lasts only as long as the dispatch. Each took up the same 50 commit logs, and a pod's in-flight set knows only its own queue, so the second pod translated what the first was translating. Seen on shipping SP99 T6: sweeps at 14:29 and 14:34 on one pod, 14:32 and 14:37 on the other, and LibreTranslate at 7 cores while the backlog barely moved. A translation now holds its commit log fleet-wide through SingletonTaskRunner for as long as it runs (60 min lease, above the 52.5 min worst case), and one queued behind other work that the other pod finished meanwhile is skipped.
