The /hr tabs were gated on whichever pre-existing HR right happened to be an OR-term in the front end: Attendance opened on VIEW_SCHEDULES, Training on VIEW_EMPLOYEES, Overview and Resources on any HR right at all. An org could not grant payroll without also handing over Legal & Compliance. VIEW_OVERVIEW(182), MANAGE_TIMECARDS(183), **************** MANAGE_TRAINING(185) and MANAGE_RESOURCES(186) gate a tab each. The record-level HR rights still govern what a tab may show and change.
