SP98 Task 1 A-6. A provider's verification (up to 200 probes on the tenant's key) holds a Redis lease, SET NX with a 10-minute TTL renewed before every probe and released when the run ends; release and renewal compare the run's own token. A second POST .../verify while a run holds the provider is 409 verify_in_progress; an unreachable Redis starts nothing (503 verify_unavailable). The health sweep and a registration's sync-then-verify skip a provider whose run is going on. A run that lost its lease stops probing.
