Order sitemap <url> children as the schema does, and give each chunk one address

The sitemap XSD is a sequence: loc, lastmod, changefreq, priority, then extension elements. The hreflang links were written straight after <loc>, which Google tolerates and a strict validator rejects. The chunk routes also accepted leading zeros, so /sitemaps/changelog/00.xml was a second address for 0.xml.
