useHrOverview fetches attendance + docs summaries with allSettled so one dead service degrades only its own sections; it skips fetches entirely for sections visibleOverviewSections() says the member cannot see. The primitives (CountUp, ProgressRing, StackedBar, StatePip, Figure, SectionShell) are the shared building blocks the overview sections render with, all motion guarded by useReducedMotion and EASE_HOUSE.
