MANAGE_ORG_FINANCES composes and sends a commission payout batch, and an SI can never hold it (AiRightsFloor), so a finance SI could prepare nothing for a person to review. This right opens the DRAFT batch and adds, changes or removes its lines; sending, voiding an issued line and cancelling a withdrawal keep MANAGE_ORG_FINANCES / APPROVE_ORG_PAYOUTS. A child of VIEW_ORG_FINANCES beside MANAGE_ORG_FINANCES (preparing must not imply issuing), seeded from MANAGE_ORG_FINANCES by SecurityService so everyone who composes a batch today still can.
