Adds the canonical **************** event-type key (the durable signal the Pull-Through engine reloads its active policy on) for the governance-plane AiPullThroughPolicy publisher. Updates the AiPullThroughPolicy WORM javadoc to document the split single-active backstop (per-market + NULLs-distinct-safe org-wide grain) and the writer's required demote-then-insert order.
