The self-pay and seat-coverage panels were on /settings/account?tab=billing. That page redirects anyone without CONFIGURE_SYSTEM or a finance right back to /settings, and the self-pay panel renders only for people who are NOT the organization owner — so it was shown exclusively to an audience that could never open the page it was on. There was no route by which an individual could see who pays for their seat, let alone pay for it. An individual's bill now lives on the individual's page: Settings → Plans & billing, under Personal, which is their own member profile. The organization's page answers what the organization pays and links across to it. Two gates hid that page from most customers and are gone: - The tab was gated on the organization having a parent, so every top-level organization — which is most of them — had no personal billing page at all. - The card on /settings carried the same condition, so even the route was invisible. The no-billing-account branch was also a dead end. Having no account of your own is the ordinary case, not an error, and it read "contact your organization owner to be added as an Account Manager" — telling someone who wanted to know who pays for their seat to go and ask a person. It now answers the question.
