**************** asserts every sold app is categorised and sits somewhere on the tier ladder, because an app the catalog does not describe lands nowhere on the pricing matrix and silence writes is_included=false on every tier. Hosted Computers was sold and described nowhere, so it broke both assertions the moment ServiceType 37 existed. Add-on only, and for a reason none of the other add-on-only apps share. MLOS, the personal loan system and Patient Records are negotiated because of what they carry; Hosted Computers is negotiated because of what it spends. A tier rung would hand every organization on that plan the right to assign KubeVirt VMs, and the scheduler bounds the fleet by REQUESTS rather than usage, so the orgs that used the entitlement first would take the nodes from the rest - at a published price, which is the part that makes it hard to walk back. What moves it onto a rung is more nodes, not a pricing change. The add-on follows the shape the loop already applies to the negotiated apps: no list price, so nothing renders one, and compatible only with CUSTOM plans. It is also not offered anywhere until the app reaches COMPLETED, which it has not. Catalog entry sits in Productivity next to the other things people work in. A category holding one app reads as an oversight to whoever opens the matrix.
