Picks up MANAGE_ORG_MASTER_NOTE, the right that guards "Our Master Note". SecurityService is what enumerates RoleRightType for the role, job-title and department editors, and what RoleRightsSyncService reconciles the rights tables from — so until it runs against the new library the right exists in the enum and can be granted to nobody. KBService already treats the organisation's owner as an implicit holder, so the note is writable in the meantime; this is what makes it delegable.
