Record the corrected mailbox semantics

EMAIL now measures the mail Kamo actually hosts, attributed per mailbox to the organization that owns it, rather than summing a search index that both missed KamoMail and would have charged for other providers' storage. Also triggers a rebuild so the service picks up the shared-library aggregation change behind it.
