Release idle Hikari connections; liveness off the DB-aware health

Same changes the other services got on 2026-09-16, held back until the lead import this service was running finished. Keep the pool maximum but let idle connections go (minimum-idle 2, 5 min idle timeout, 25 min lifetime, 4 min keepalive), and move the liveness probe to /actuator/health/liveness so a database restart no longer kills the pod; readiness and startup stay DB-aware.
