Remove fixed height and scroll bars from field properties panel

The panel had two vertical scrollbars: 1. DesignTab wrapper had height: 200 + overflowY: auto 2. FieldPropertiesPanel root had height: 200 + overflow: hidden, with the inner content using overflowY: auto Removed all fixed heights and overflow settings so the panel sizes naturally to fit all its controls with no scroll bars.
