/api/mcp/tools/list and /api/mcp/tools/execute answered for a whole org, which the Tool Plane forbids (D28). No deployed client could reach them (AIService called /api/mcp/tools?orgId, a path never served) and production has no MCP server configs, so they go before the gateway's first deploy. The admin test/refresh endpoints AIService calls stay; a scan of every controller pins that nothing serves /api/mcp/tools/** under any class name.
