Replace ConditionalOnBean with ConditionalOnProperty for CommerceService

**************** is evaluated before Spring Data JPA registers user-defined repository beans, making it unreliable. Replace with **************** which is evaluated at the property-resolution phase and is always reliable. Services that need commerce (SecurityService) opt in via application.yml. Services that don't (MediaService) leave the property unset (defaults false).
