Retry the pipeline board read on a Yugabyte read restart; ignore impossible Arive dates

The board loads every loan over several statements; a concurrent write (the Arive import) made Yugabyte fail a later one with 40001, shown to the user as a raw SQL error. A year mistyped in Arive (5202) is now no date, not a 5202 withdrawal.
